Education is required on every AHFA programme, including the one that does not say so

This is the requirement most likely to be discovered late, because the page a buyer reads does not mention it and the page a lender reads does.

The two AHFA pages that disagree

AHFA's consumer eligibility page sets out two lists. Under Step Up it includes "You must complete a homeownership education course." Under First Step it does not, and the First Step programme page lists only creditworthiness and occupancy under "Additional Borrower Qualifications."

A buyer reading those lists would reasonably conclude that education is a Step Up requirement. AHFA's Lender Notice of 04.08.26 exists specifically to say otherwise:

"This is a reminder that homebuyer education is required for all Alabama Housing Finance Authority (AHFA) programs."

And it does not assert that on its own authority — it quotes the programme manuals, including the First Step one.

What the manuals actually require

The notice reproduces the same language from both: First Step Manual, Section III — Originator Processing Guide, H. Homebuyer Education, and Step Up Program Manual, Section II — Mortgagor Eligibility Evaluation, D. Homebuyer Education:

"At least one eligible mortgagor must complete an AHFA-approved homeownership education course prior to loan closing. The originator must submit the certificate of completion with the closed loan file. Certificates of completion must be dated within one year of loan reservation to AHFA."

What counts as an approved course?

Three formats, per the notice:

  • Face-to-face counseling.
  • Approved online courses — the usual route, and the fastest.
  • The Keys to Homeownership book published by the National Foundation for Credit Counseling.

That last one is unusual and worth knowing about. A published book counting as homebuyer education is not something most state programmes allow, and for a borrower who cannot make a class schedule work it is a genuine option.

★ The one-year clock, and why it catches people

The certificate has to be dated within a year of loan reservation, not within a year of closing. Two situations where that bites:

  • A buyer who took a homebuyer class a while back — during a first, abandoned house hunt, or as part of a different programme — and assumes it still counts. If it is more than a year old at reservation, it does not.
  • A buyer who completes the course but whose purchase falls through and restarts months later. The clock runs from the new reservation.

Mike's advice: do it early, but not too early. Once you are seriously looking, book the course. If you did one more than a year ago, plan on doing it again rather than arguing about it a week before closing.

Why a missing certificate is worse than it sounds

The notice says loans that do not meet the requirement "may be subject to delays or ineligibility," and the originator must submit the certificate with the closed loan file. So this is not a condition that quietly clears at underwriting — it is part of the file AHFA buys.

It is also one of the few AHFA requirements a borrower controls completely. Credit, income and the appraisal all depend on other people. This one just needs doing. Everything else AHFA checks.

Frequently asked questions

Yes, for all of them.
