The Gulf Coast is the one part of Alabama where the down payment decision deserves more thought than usual, for two reasons that compound.
Two adjoining counties, two different limits
This is the first thing to get right, because Mobile and Baldwin sit next to each other and are measured differently.

So the same household crossing the bay changes its First Step ceiling by $12,900. Step Up does not move at all. Every Alabama area.
★ The part that deserves real thought
Of the 20 Alabama metros in Zillow's August 2026 data, 4 were down year over year — and Daphne was one of them, at $372,137, off 0.1%. The others were Talladega (0.7%), Enterprise (1.5%) and Troy (3.4%).
Now put that next to how Alabama's assistance is structured. The $10,000 is a 10-year amortizing second mortgage at your first mortgage's rate. Early payments on any amortizing loan are mostly interest, so principal comes down slowly at the start.
In a rising market that does not matter much, because appreciation covers it. In a flat or slightly falling one you are relying on the loan paying down, and that takes years. A Baldwin County buyer who finances the down payment and needs to sell in year three could be close to flat after costs.
Mike's read, plainly: this is not a reason to avoid the programme, and it is certainly not a reason to avoid buying on the Gulf Coast. It is a reason to be honest about the time horizon. If you expect to be there five or more years, the arithmetic works. If there is a real chance of moving inside three, think carefully before financing the down payment on top of the purchase — and remember AHFA sets no minimum borrower investment and the second is optional.
Alabama's most expensive metro, and the smallest relative help
Daphne's $372,137 is the highest typical value in the state. Against the $10,000 cap, that is about 2.7% of the purchase — the thinnest the assistance stretches anywhere in Alabama.
The cap binds above $250,000, where 4% reaches $10,000. Every Gulf Coast metro is well past that, so coastal buyers receive the flat amount. Against the $566,355 non-target price cap, Daphne buyers have around $194,218 of headroom. The price limits.
The restriction that matters most on the coast
AHFA's property rules bite harder here than anywhere else in Alabama, because of what coastal property is often used for. The home "cannot be rented, leased, quit claimed or interest transferred at any time," and cannot be investment, seasonal, recreational or vacation property.
A beach condo or a second home near the water is categorically outside these programmes, and so is a primary residence that becomes a short-term rental later. AHFA requires occupancy as a primary residence within 60 days of closing, and the restriction runs for the life of the loan rather than expiring. The full property rules.

Mobile, and the case for Step Up
Mobile County sits in the $89,500 row — the lowest First Step ceiling in the state, shared with 55 of Alabama's 67 counties. For a two-earner Mobile household that limit is easy to exceed.
Which makes the Step Up comparison starker here than almost anywhere: $89,500 against $172,800, a gap of $83,300, for the identical $10,000 of assistance. Why that number matters.
